Kenny Han is charged with conspiracy to commit wire fraud, operating an illegal gambling business, and conspiracy to commit money laundering.
Horatio Hu and Sophia Wei are charged with two counts: conspiracy to commit wire fraud and conspiracy to commit money laundering.
The charges against Zhen Hu are the most serious. In addition to conspiracy to commit wire fraud, illegal gambling, and money laundering, he is also involved in two counts of conspiracy to commit extortion under the Hobbs Act, accused of attempting to extract money and debts through violence or intimidation.
◉ The DOJ announcement generally lists the most important and shocking parts of the indictment. It specifically mentions that they used X-ray tables and high-tech glasses to create a gambling “Pig-Butchering Scam” (a fraud ring uses dating tropes to hunt victims; the victim is referred to as the “pig”).
This was an eye-opener for Americans, as this is not a common method used by Americans. Reporters found through investigation that advertisements and tutorial videos for these devices exist on Little Red Book, Taobao, and WeChat (APPs). Additionally, there are cheating-specific cards, fake chip trays, fake car key fobs, and iPhone-specific APPs, all of which can read cards.
In a “Pig-Butchering Scam,” everyone is in on it except for the “pig” being scammed. There are specialists on the periphery responsible for designing the optimal scenario—first luring the victim with small profits, then “naturally” making them lose everything.
At least fifteen years ago, this “cheating ecosystem” was already widespread in Macau-affiliated casinos and had become a systematic cheating method.
However, due to strict security in legitimate U.S. casinos, which prevents gamblers from bringing suspicious equipment inside, and because casino commissions regularly audit tables and chips, there are few loopholes to exploit. Once discovered, it constitutes “interfering with gambling using electronic devices,” which is a federal felony carrying a minimum sentence of 10 years. The case exposed here involves underground casinos in New York.
◉ Analyzing Sophia Wei—the only Chinese female and the only female in this indictment—from the perspectives of counter-intelligence and national security.
The New York Post found her former landlord, who gave a very negative evaluation of her. From these comments, it is clear this person is very mysterious. Why did she drive luxury cars and wear designer brands, yet was chronically behind on rent? Why was there so much equipment in the house? Why paint nude self-portraits and turn the room into a video room? These lifestyle profiles allow us to dissect her from the angles of counter-intelligence and national security.
From a professional perspective, this case involves a three-layer network:

❷ Traditional New York Mafia — Criminal Enforcement Layer;
❸ Cross-state Fund Flow Chain and Money Laundering Chain — Financial Layer.
This Wei is female, of Chinese descent, and a non-traditional gang member. She was able to remain active in cross-state gambling circles for a long time, interacting with various sectors including professional sports, the entertainment industry, and the Asian community. She held substantial funds but had no known profession, and it was difficult to locate her person unless the FBI used technical means.
This type of person fits the “High-Risk External Characteristic Profile” in counter-intelligence perfectly. Wei looks like an agent or proxy supported by external funds at first glance. That is, having an implicit source of recurring cash flow used to maintain her social status and provide cover for her identity.
Counter-intelligence generally labels this type of person as a “Non-Commercial Money Laundering Node.” These people are not there to make money; they are there to infiltrate various circles and obtain information.
In the intelligence community, Wei belongs to the category of “Cultural Brokers” who move between celebrities and criminal syndicates for extended periods. Her arrogance, narcissism, strong desire for control, willingness to take risks, and ability to live alone for long periods while maintaining an extremely wide social scope indicate she has a typical “Dominant Personality.” This psychological characteristic fits the “Operational Agent Type” in intelligence studies very well: narcissistic, controlling, possessing the focus to carry out missions, and the characteristic of cool emotional detachment when executing tasks. Her ability to navigate high-pressure scenarios with ease shows she actively uses others, rather than being passively dragged in, and is an executor capable of designing scenarios and manipulating resources.
There is a saying in counter-intelligence circles: “True identity often hides within abnormal personality.” As for why she owed rent, had a messy house, and created nude art—this is precisely the cover. Manufacturing controllable chaos diverts attention toward civil disputes, lowering the probability of being noticed from a national security dimension. Furthermore, spy money comes fast but cannot enter the banking system; before it is laundered, it cannot withstand scrutiny. Therefore, they will constantly mask real financial flows through superficial bankruptcy and debt.
The U.S. has a classification for this type of CCP operation that pretends to be ordinary people to conduct overseas intelligence, called “Chaotic Civilian Cover.” Such agents often claim to be merchants, gamblers, or art lovers. Their superficial lives are unstable, their finances are in disorder, but the real purpose is to maintain channels with political, business, and gang circles under this cover. Defaulting on rent actually makes it convenient to sever contact quickly if a mission fails or ends. This is also a convenience point for a “docked-tail withdrawal” (sacrificing the tail to escape).
The New York Post report essentially provided a counter-intelligence portrait, giving everyone material to study her role. Behind this series of actions, there is a driving force.
02| Billups is Not Simple; Billups Was Supposed to Help the CCP Cultivate the “Next Yao Ming.”
The CCP vigorously promoted the “Next Yao Ming”—Yang Hansen. From the draft to the propaganda, there were many details: internal recommendations, coach naming, special tactical provisions, and tilted playing time. After the NBA gambling case broke, the CCP propaganda immediately focused on “After Billups was taken away, can Yang Hansen still be cultivated as a core?” This precisely illustrates that his strength is not enough to “naturally stand in the NBA,” but rather relies on specific chains and resource tilting.

The German Foreign Minister’s originally scheduled visit to China for Monday and Tuesday was cancelled/postponed by the German side at the last minute, returning the favor with “cold treatment.” This was because Beijing only confirmed the meeting with Wang Yi while delaying confirmation of the rest of the itinerary, sending a clear protocol signal of “downgrading” (the visit) and giving them the “cold bench” (cold shoulder).
The CCP attempted to pressure the other side into making concessions on rare earths and chips by “compressing the itinerary, lowering the protocol level, and adopting a lecturing posture,” but the result backfired.
In the same timeline, there was also the factor of the stance on the Taiwan Strait: Before cancelling the trip, the German Foreign Minister told Reuters, “The German government’s One China policy remains unchanged, but the specific implementation is decided by us alone; we do not support changing the status quo of the Taiwan Strait by force.” This triggered strong dissatisfaction from the CCP.
The CCP is very annoyed after being stunned by European sanctions; adding arrogance to humiliation-turned-anger, they are making all sorts of “stinking moves” (bad strategic blunders).
Germany’s move is equivalent to releasing a signal that “there is no need to passively endure protocol humiliation,” which other European countries will reference.

The Office of the United States Trade Representative (USTR) has launched a Section 301 investigation regarding China’s implementation of the “Phase One Agreement.”
◉ The “Section 301 Investigation” tool is something Trump particularly loves using in this term. Simply put, it cuts out the previous bureaucratic processes, investigates the matter with stability, precision, and ruthlessness, and puts the countermeasures directly in front of Trump. Once Trump reviews and signs it, it directly becomes a bill. Previously, copper and EVs were both handled through Section 301 investigations.
This Section 301 investigation “will review: whether China has fully implemented its commitments in the Phase One Agreement; the burden or restriction on U.S. commerce caused by China’s failure to fulfill its commitments; and whether, and what kind of, response measures should be taken.”
“On December 13, 2019, after months of negotiations, the U.S. and China reached a historic and enforceable Phase One Agreement.”
First, let’s be clear: this agreement is enforceable.
Among the CCP’s many promises, just the “structural reform” alone, the CCP simply couldn’t do; they didn’t achieve “narrowing the trade deficit” either—instead, it expanded even more to 1.2 trillion.
The CCP’s various behaviors are nailed down (indisputably) as indictable behaviors fitting legal definitions. At this stage, the basic bill is already out; now it is just releasing a step for public participation.
◉ This is a huge matter. It is not just a question of buying soybeans. Moreover, the “outbreak of the COVID-19 pandemic” was the excuse the CCP used for non-compliance, claiming it was force majeure, and then dragging it out until Trump left office. During the Biden administration, the CCP didn’t execute it at all, feeling they were “winning so much they were numb.”
This investigation traces back to the two points of soybeans and why the COVID outbreak caused non-compliance; this pokes the Xi-CCP’s soft underbelly again.
❶ The agreement the CCP signed in the name of sovereignty… they didn’t realize its legal implications, thinking this was just an agreement to buy soybeans. The agreement signed in 2019 actually meant the CCP admitted it did wrong on issues like IP theft, non-tariff barriers, market access, etc., and then had to correct those mistakes. You can view this agreement as a “settlement agreement,” exchanging for a temporary stay of prosecution, but requiring compensation.
The Phase One Agreement already embedded a clause: the U.S. side can unilaterally assess and take punitive measures. The CCP didn’t see this point at all.
❷ The CCP directly used force majeure generated by epidemic prevention as an excuse to refuse compliance. If this epidemic came from nature, that might be passable, but even after the epidemic, the CCP still did not comply.
Importantly, the U.S. Congress and the White House have now determined that the novel coronavirus came out of the Wuhan lab, and is a product of Military-Civil Fusion and gain-of-function—this is the result of weaponization. Trump also said at the UN General Assembly that he wants to restart the “Biological Weapons Convention” and use it to pursue accountability. Therefore, the COVID pandemic did not originate naturally. The CCP used the pandemic to deceive America saying it had a natural origin, not only causing global public health hazards but also using it to scam America, causing losses to America in the trade agreement again. Everything is tied together!
Now this “non-compliance” is not just a trade issue. This is the CCP using a lab-sourced virus to cause market disruption, then taking the opportunity to evade economic obligations. This is called “Economic Biological Warfare.” This is accountability for the chain reaction caused by the entire “Economic Biological Warfare.”
◉ President Trump is using the “Section 301 Investigation” not to negotiate with the CCP, but to put the CCP on trial.
Using this steady, precise, and ruthless tool overcomes the bureaucracy of the U.S. system and avoids the CCP exploiting loopholes.
Counting 6 years from 2019 to now, this counts as “long-term fraud.” Adding punitive damages and counter-measures, what the CCP faces next is far more terrifying than 100% tariffs.
Section 301 is fast, but legally very stable; all procedures meet legal requirements. It can withstand internal and external scrutiny.
05| On October 24th, the Fifth Round of US-China Trade Negotiations is About to Begin. What Does it Mean That Lutnick Isn’t Attending?
Attending for the U.S. side are Greer and Bessent; for the Chinese side, it is He Lifeng.
The Chinese side is bragging again, saying Lutnick didn’t come to participate in the negotiation because Trump felt Lutnick was too tough, and that Trump is going to kneel to the CCP, so he didn’t let him participate.
The announcement released by the USTR launching the Section 301 investigation already shows that the Department of Commerce is the executor of this 301 tool. Section 301 itself is a cooperative project involving the Treasury, Commerce, and the USTR.
The Department of Commerce is responsible for execution; the USTR is responsible for legal theory and the main axis of negotiation; the Treasury is for financial coordination, checks and balances, and strategic design.
What the Commerce Secretary leads are the “50% Rule” and the export blacklist within it; this is the “man of action.” He has important things to do, so it doesn’t matter whether he goes this time. It has now entered the stage of legal warfare, because the 301 case has already been filed. The previous few months were still about gathering evidence and testing the bottom line of attitudes, so Lutnick had to go personally. Now that 301 is announced, it’s the Treasury Department taking over negotiations to ensure the linkage of the US dollar, tariffs, and financial sanctions.
